A TCT annular cutter is a ring-shaped, tungsten-carbide-tipped cutting tool that removes only a narrow ring of material to core out a hole, leaving a solid slug in the center rather than turning the whole hole into chips.
TCT stands for tungsten carbide tipped: the cutter body is steel, but the cutting edges are brazed with tungsten carbide, one of the hardest and most heat-resistant materials used in metal cutting.
Not the way an HSS cutter can — the brazed carbide teeth need specialized diamond grinding, so most shops replace a dulled TCT cutter rather than resharpen it, while standard HSS or cobalt cutters can be reground with normal tool-grinding equipment.
