No, annular cutters need the rigid clamping, low RPM, and high torque of a magnetic drill press; using one in a handheld or standard drill press risks broken teeth and an inaccurate hole.
HSS stands for high-speed steel, a tool steel alloyed for hardness and heat resistance, commonly used for annular cutters and drill bits that need to hold an edge at elevated cutting temperatures.
The most common issues are the cutter walking off-center from a missing or worn pilot pin, overheating and premature dulling from using coolant instead of cutting oil, and chipped teeth from running the cutter too fast or without enough rigidity.
Use a dedicated cutting oil rather than water-based coolant; cutting oil prevents thermal shock and helps the high-speed steel teeth hold their edge longer.
